Underappreciated and publicly ridiculed by the Premier, the State Police throws a tantrum by going on strike. Ruth embraces anarchy with a bottle of spray paint in each hand. But when the city starts to burn, she is forced to choose between law and order, and man’s inherent compulsion to smash things.
